Russian attacks on Sunday night in the northeastern Ukrainian city of Kharkiv injured at least 12 people and knocked out power to part of the city, local officials and police said. The latest bombing came as Ukrainian officials prepare for a new wave of bombings that they believe will target the country's energy grid before winter, as Moscow has done in the past two years.
